The company, a collaboration between healthcare data specialist Dr Foster and the DoH, is selling the program to practices at a cost of 25p per patient.
It believes the software will make GPs' roles easier.
The program, called PBC, includes local activity and financial information, benchmarking data and data on the needs, demands and demographics of local populations.
The system provides monthly statements of who has been treated, where, what for and at what cost, and includes data for all trusts in England, as well as independent sector treatment centres.
Practices can buy it via the website or suggest their PCTs purchase it for them.
A spokesman for Dr Foster Intelligence said the aim was to make 'GPs the driving force for realigning services and reducing the cost of secondary care'.
The program was expected to be available from this week.
