NHS England's national director for commissioning strategy believes allowing local opt-outs from the national QOF scheme could improve consistency of services across the country.
Speaking to GP, Ian Dodge rejected fears that new powers for CCGs to allow practices in their area to opt out of the national quality framework would create a postcode lottery of services. He argued that the move would instead allow local commissioners to innovate to fill local gaps in services.
