Dr Relton Cummings, chairman of Newcastle and North Tyneside LMC, said PCTs have set impossible deadlines.
'The PCT called one practice to ask for QOF data on a Friday afternoon when the practice manager was out,' he said.
'The senior partner told it she would be back on Monday, but it said if the data was not in by the end of the day it would dock 100 QOF points.'
Dr Cummings told GP he knew of several similar ultimatums. 'In one case the practice was given four hours to provide data,' he said. 'PCTs are taking a bullying attitude.
Hertfordshire LMC's Dr Jeremy Cox said: 'Clinical managers are being made to manage us in a different way.'
