Birmingham East and North PCT will temporarily erect the GP practice next to Saltley Health Centre in Saltley.
The new five-GP clinic is one of three being developed by the PCT as part of the DoH's scheme for under-doctored areas. The car park will be used until a permanent site is developed in 2010.
A spokeswoman for the PCT said the site was the best location for 'enabling patient access'. But GPs and local residents say the new clinic will block the path of ambulances entering the existing health centre and cause congestion in their car park.
