The introduction of Payment by Results and foundation trusts before PCTs were ready to meet their challenges was 'ill-judged', MPs say today.
Foundation trusts have some strengths but a full evaluation of their impact is needed, according to a Health Committee report.
It calls on the government to commission research as a priority into foundation trust performance.
Recommendations include the DoH taking steps to ensure PCTs are able to play the strategic planning role urgently required of them.
