An independent board would be introduced to ensure GPs have the power and budgets to commission services, said Mr Lansley.

The shadow health minister said returning power to GPs would ensure ‘impersonal polyclinics’ were not imposed upon communities where they were not necessary.

He also pledged to scrap Labour targets and create a national consumer voice for patients called ‘Health Watch’.
