The Picker Institute, on behalf of the DoH, sent 'mystery shoppers' to 370 health and social service information providers. The shoppers were parents of autistic children, older ethnic minority women caring for husbands and people with MS and diabetes.

The shoppers reported they were pushed from person to person or organisation to organisation and often calls were unanswered.
