HCAs fall outside the scope of regulation

The government has shied away from regulating healthcare assistants (HCAs) in its White Paper on healthcare professional regulation.

The move has disappointed the RCN and the NMC, who claim HCAs should be regulated through the NMC as part of the 'nursing family'.

The government intends to evaluate Scottish pilots that are testing employer-led regulation of HCAs, and then consider if there is sufficient demand for statutory regulation for those working at levels 3 and 4.

However, RCN policy adviser Jane Naish said HCAs working at all levels were providing 'intimate' care and patients would be horrified if they knew they were unregulated.
