In a report into NHS performance and productivity out this week, the OHE proposes that the data collection should be 'framed as part of high professional standards', so that doctors are encouraged to monitor mortality rates and patient satisfaction.
The report notes that the NHS spends £100 billion of taxpayers' money and employs 1.5 million people.
But it says that we know 'remarkably little about how much our health is being improved by such massive expenditure'.
It says that collecting more data would improve the quality of care, and assist in commissioning new services.
The DoH is currently considering tenders for a new patient experience survey.
In the quality framework for 2008/9, up to 75 quality points are expected to be reassigned to patient surveys.
