The council brought forward contacting doctors after its telephone lines were flooded with calls from uncertain doctors. Calls almost doubled between May and July, reaching a monthly total of 28,591.
The 7% of doctors who have still failed to let the council know whether they want a full licence or limited registration have until 16 November to tell the GMC.
Any doctor who fails to contact the GMC by this deadline for licences going live will be automatically licensed, at a cost of £410 a year. Doctors who then fail to pay their annual retention fee will lose their licences.
The GMC expects 95% of doctors to let them know their licensing choice.
