Dr James Kingsland, the NAPC's chair, said that the association had found that 'many of the applications to the Advanced Commissioning programme needed some more grounding'.
The new Foundation Commissioning programme will be modular, allowing GPs or PCT staff to fill these gaps in their skills and knowledge before undertaking the advanced course.
Dr Kingsland said the new course would be launched by early summer.
More than 200 health workers have taken the free university-accredited Advanced Commissioning course since it began last October.
