DoH report 'condemns' Payment by Results

The Liberal Democrats have accused the government of trying to bury a report revealing how high quality NHS cancer services are being undermined by the internal market's funding system.

The DoH-commissioned report was finalised in May but not published until the opening day of the Beijing Olympics.

The Lib Dems say the report found that Payment by Results causes hospitals that treat patients requiring complex operations and treatment to lose money as a result.

For example, complex renal cancer procedures estimated to cost £25,000 can only be coded as kidney removal valued at £4,000, losing the trust £21,000.
