The council was commissioned by Gordon Brown in 2007 to review the health risks associated with the stronger strain of the drug, known as ‘skunk’.
It was downgraded to class C in 2004.
The report concluded that cannabis should remain a class C drug, but said the drug can ‘unquestionably cause harm to individuals and society’.
Ms Smith will overturn the advice and reclassify cannabis as part of a drive to combat drug abuse.
Speaking in the House of Commons yesterday, she told MPs: ‘There is a compelling case for us to act now, rather than risk the future health of young people.’
