Dr Ballard and Professor Howe were elected by ballot of council members, and will take up their three-year posts from November.
Dr Ballard will become vice chair for external affairs and Professor Howe vice chair for professional development.
RCGP chief executive and council returning officer, Neil Hunt, said: 'We congratulate Dr Ballard and Professor Howe and thank all four candidates for contesting the roles and making this a truly fair and open contest.
'Both successful candidates have a strong history with the RCGP and I know that the college will benefit greatly from their experience.'
In May the college elected its new chair, Dr Maureen Baker, who will also take up her position in November.
