Conservative shadow health secretary Andrew Lansley asked on which dates DoH representatives had met GP representatives to discuss framework change in the past six months.

Health minister Ben Bradshaw answered: ‘An official from the DoH attended only one meeting of the Quality and Outcomes Framework Negotiating Sub Group, on 23 August 2007, as an observer. Wider meetings between DoH officials and representatives of the GPC do also take place regularly, but not specifically to discuss changes to the framework.'

Further questioning revealed that the three-year contract from April 2006 to commission an independent expert panel to advise on the review of the framework costs £799,364 excluding VAT.
