The announcement comes as the Health and Social Care Act 2008 was passed in Parliament on Monday, meaning the new body will launch in October.

By April 2009, the Care Quality Commission will take over all regulatory duties from the Healthcare Commission, the Commission for Social Care Inspection and the Mental Health Act Commission.

The Care Quality Commission will use ‘enhanced enforcement powers’ to inspect and regulate GP practices.

Ms Bower is currently chief executive of West Midlands SHA and has worked in both health and social care.
