DoH diabetes team to advise on establishing local QOFs

Advice on developing local QOFs and other schemes to improve diabetes care is being offered to practice-based commissioning teams and PCTs by the DoH in England.
Teams from NHS Diabetes will work with commissioners to see how experiences of what has worked elsewhere in the country can help improve local services.
NHS Diabetes sees local enhanced services (LESs) developed to support additional quality indicators, such as Hammersmith and Fulham PCT's 'QOF-plus' scheme, as a key way to drive change.
'Commissioners may wish to examine the information available through QOF on the quality of primary care and can choose to provide further incentives through local negotiation, for example, through a LES,' NHS Diabetes's guide to improving service commissioning says.
Advice will be offered as part of NHS Diabetes' 'Leading change' scheme. NHS Diabetes, set up to ensure the delivery of the diabetes national service framework, has a network of regional programme managers in place.
These managers will work with commissioners to identify problems and consult with patients and healthcare professionals about how services can be improved.
A NHS Diabetes spokesman said that advice on individual cases would be sought from a range of experts.
