GP commissioning DES could be extended across UK

GP commissioning could extend to Scotland, Wales and Northern Ireland if it is delivered as an enhanced service, according to GPC Wales.

GPC negotiators hope a directed enhanced service (DES) for commissioning can be negotiated for 2010/11 to avoid large-scale renegotiation of the GMS contract.
The White Paper Liberating the NHS makes clear that every practice in England will be contractually obliged to take part in commissioning by 2013.
But GPC Wales chairman Dr David Bailey said funding commissioning through a DES would avoid breaking up the UK contract and allow GPs in Wales, Scotland or Northern Ireland to take part.
‘As long as it does not involve working in consortia [which is not planned in Wales, Scotland or Northern Ireland] I don’t see any reason why practices from the other countries couldn’t take part,’ he said.
‘If GP commissioning is successful at remodelling services in England I’m sure the Scottish and Welsh governments will look closely at how they can engage GPs in decision-making.’
